Generic Regulation

The Crowe Valley Conservation Authority (CVCA) has a regulation called Ontario Regulations 159/06 Development, Interference with Wetlands and Alterations to Shorelines and Watercourses.

Its purpose is to protect public safety , property and the environment. This is accomplished by requiring approval through permits for work that could impact by what are referred to as natural hazards.

Natural hazards are processes such as flooding and erosion that could be worsened if development ( buildings and structures) and site alterations (i.e. filling, excavating and grading) are not conducted in a manner that accounts for potential impacts.

The CVCA's review process under the regulation ensures that no negative impacts relate to natural hazards will result from work.

How do I know if I need a Permit?

  • In the channel of a watercourse or in a waterbody
  • Within 15 m of the floodplain associated with a watercourse or waterbody
  • Within 50 m of the top of a bank of a watercourse or waterbody
  • In a wetland
  • Within 120 m of a Provincially Significant Wetland
  • Within 30 m of all other wetlands less than 2 acres
Once you have determined that you fall under the screening criteria, you need to contact us so that we can perform a more detailed assessment of permit requirements.

Generic Regulation Application and Fees

A permit is valid for a period of one year. Permit renewals are not granted. A permit amendment represents any changes to the original permit issued.

Fees

1. Minor Work Application
$ 25.00
• On the spot application approval for work deemed minor in nature by the Regulations Officer

2. Basic Work Application
$ 150.00
•  Works involving minor fill importation less then equal to 30 cubic metres (2 tandem loads)
•  Basic ditch maintenance
•  Decks, gazebos, wells, docks, and swimming pools

3. Standard Work Application
$ 350.00
•  Works involving fill or construction, reconstruction outside the flood plain
•  Soft erosion control measures (i.e. bio-engineered solutions, rip-rap protection)
•  Works within adjacent lands of fill regulated wetlands
•  In-water works equal to or less than 15 square metres (161 ft²) in size
•  Fill activity greater than 30 cubic metres (2 tandem loads) to 275 cubic metres (20 tandem loads)
•  Infrastructure maintenance projects, culverts replacements
•  Minor channel maintenance projects
•  Excavation, including dug ponds, basements and lot grading
•  Boat slip maintenance and new boat launches

4. Major Work Application
$ 600.00
•  Works within the flood plain involving the importation. Removal of fill or building construction
•  In-water works greater the 15 square metres (161 ft2) in size
•  New channelization and/ or alteration to a watercourse, and major channel maintenance projects
•  New boat slips
•  Fill activity exceeding 275 cubic metres (20 tandem loads)
•  New infrastructure including but not limited to bridges, culverts, storm water management ponds and utility crossings
•  Work involving construction with the Department of Fisheries and Oceans (DFO)
•  Municipal drain maintenance
•  Excavation and/ or grading of steep slopes

5. Full Property Application
$ 725.00
•  Major Work Application plus 1 or more applications

6. Permit Amendment
$ 75.00

7. Flood Line Survey/ Wetland Boundary Delineation
$ 200.00/Minimum

8. Property Clearance (legal Response)
$ 125.00
•  Includes all written responses to public, legal or realtor inquires, and requests that may or may not require a site visit

9. Technical Review Services
$ 50.00/per hour
•  Proposals that involve additional staff time and resources may warrant additional service fees

10. Severence Review Service
$200.00
